Meet Baby Olivia and Baby Oliver
As of April 27, 2026, twenty (20) states — Arizona, Florida, Hawaii, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Nebraska, New Hampshire, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Utah, Virginia, Wisconsin, West Virginia, and Wyoming — have introduced hostile sex education bills that would require students to watch an ultrasound video as part of a so-called “human development” curriculum. These mandates are not grounded in best practices for sex education. Rather than providing comprehensive, age-appropriate, and evidence-based instruction, these mandates politicize the classroom, undermine medical accuracy, and replace real education with ideological content.
The National Sex Education Standards do not recommend viewing an ultrasound video for sex education, particularly when presented as a stand-alone substitute for comprehensive instruction. Yet 39 bills currently go even further, mandating the use of a specific video, Meet Baby Olivia along with its successor, Meet Baby Oliver, which are produced by Live Action, an extremist political organization with a long history of spreading anti-abortion misinformation. These videos, which are explicitly named or clearly described in these bills, are misleading, medically inaccurate, and falsely assert that life begins at fertilization. Under the guise of sex education, these mandates inject ideological propaganda into public school classrooms.
This trend has already translated into enacted law. In 2023, North Dakota enacted a similar law requiring students to watch a video that matches the description of Live Action’s “Meet Baby Olivia,” though the law does not explicitly mention Live Action. In 2024, Tennessee passed a law explicitly requiring the “Meet Baby Olivia” video to be shown. In 2025, four more states (Idaho, Iowa, Indiana, and Kansas) passed similar “Baby Oliva” laws signaling a coordinated and escalating strategy. In 2026, South Dakota passed a Baby Olivia bill.
Beyond these ultrasound video mandates, we are also seeing legislation that requires teaching reproduction and fetal development in a misleading and incomplete way. While these lessons may appear neutral at first glance, they are being introduced in states where they would be taught in isolation—without context or comprehensive sex education. This approach deliberately strips context, reinforces misinformation, and frames pregnancy and childbearing as inevitable outcomes rather than choices. The result is fear-based instruction that denies young people accurate, empowering, and medically sound information about their health, autonomy, and futures.
