Act Now to Defend TPP

This summer of 2026, the Department of Health and Human Services (HHS) notified 57 of the nation’s 63 Teen Pregnancy Prevention Program (TPP) grantees that their grants would be terminated effective immediately. This impacts approximately $68 million in federal funding.

HHS then attempted to redirect TPP funding toward new, ideologically driven programs that Congress never authorized. But on August 19, a federal court issued a preliminary injunction blocking HHS from implementing its new TPP policy, including their new FY26 funding opportunities, while litigation continues.

Now, serious questions remain on how HHS is using this congressionally appropriated TPP funding. HHS has issued a new contract related to adolescent programming, raising concerns about whether TPP funds are being spent in accordance with statutory requirements established by Congress. 

Congress must hold HHS accountable and demand transparency about how TPP funds are being used. HHS must demonstrate that any contracts potentially using TPP dollars comply with federal appropriations law and statutory requirements. 

Contact your Member of Congress and urge them to demand that HHS follow the law, restore funding to previously awarded grantees, account for how congressionally appropriated TPP dollars are being spent, and ensure these dollars are used as Congress intended.
